The European IPPC Bureau established in Seville (Spain) in 1997 (Institute for Prospective Technological Studies - IPTS) was assigned to organise on behalf of the European Commission the exchange of information according to Article 13 of the Industrial Emissions Directive (IED) 2010/75/EU  in order to define what represent BATs for activities listed in Annex I of the Directive where LCPs are referred to as 1.1. Combustion of fuels in installations with a total rated thermal input of 50 MW or more.  BAT conclusions must undergo the Comitology Procedure pursuant to Article 75 of the IED after which the BATs are adopted through a Commission Implementing Decision which gives them a mandatory status. The corresponding Best Available Techniques Reference Documents (BREF documents) are published on the website of the Joint Research Centre (JRC) of the IPTS: http://eippcb.jrc.ec.europa.eu/reference/
