PROJECT TEAM


The Technical Assistance Team members that are, will be or have been involved in the implementation of this project are the following:

 

Rob Bakx – Team Leader

Rob has a master degree in environmental law and more than 30 years of experience in the Dutch public administration, at local, regional and national level. A major part of his work was dedicated to environmental protection, including the set up and development of one of the Dutch environmental inspectorates, the further development of InfoMil (environmental information centre for the public administration), and the development of the EU’s minimum criteria for environmental inspections (now part of the Industrial Emissions Directive). Since 2000 he has been increasingly involved as an expert and team leader in a large number of EU funded projects, making this a full-time profession as of 2004. He worked on projects in Poland, the Czech Republic, Hungary, the Baltic States, Ukraine, Russia, Central Asia, the Caucasus, Bulgaria, Turkey, and all Balkan countries. Rob is a manager with almost 25 year of experience and he has been a trainer for almost 30 years. This LCP project is his sixth long term EU-funded project as a team leader.




Pat Swords - Regulatory Impact Assessment Expert

Pat is a chemical engineer with over 25 years of experience with industrial design, project implementation and environmental and safety compliance, including in the energy sector. His know-how with the LCP and IPPC Directives (now Industrial Emissions Directive) dates back for more than 10 years. He has conducted several Regulatory Impact Assessment studies for the implementation of the EU environmental legislation. Pat also has wide experience training and aiding the implementation of EU environmental legislation (such as the LCP and IPPC Directives). He worked on several continents, including in the United States and Ireland, in countries in Central and Eastern Europe, the Balkan and the Baltic area, the Far East, the Caucasus and the Middle East. His work addressed the needs of public administrations, industry and NGOs.




Zoran Stanković – Data Management Expert

Zoran has a master degree in mechanical engineering, obtained in Belgrade, with specialisation in automation and control. He worked for more than 30 years in the field of information technology including database design, GIS, Excel, software and hardware planning, website and system development and implementation, and delivery of (user) training.

His broad experience also covers state institutions and enterprises at national/ regional level with regard to detailed system analysis, EU legislation, business processes and procedures, further completed with experience with pre-defined questionnaires and templates, inventories of facilities and emissions (limit values, monitoring, sources and their characteristics, etc.).

Zoran has been professionally active, including in EU-funded projects, in a variety of countries, including Serbia, Montenegro, the former Yugoslav Republic of Macedonia, Bulgaria, Palestine and Turkey. 




Dara Belić – General Technical Advisor

As a chemical engineer with a master level education Dara has a strong background in integrated industrial pollution control. For almost 6 years she worked in the IPPC Department of the Ministry of Environment in Serbia. Her work included policy and law development and all activities regarding IPPC permitting, including the monitoring of BAT (Best Available Techniques) and BREF (BAT Reference) documents developments and dissemination of their content. LCP installations were prominently among her areas of attention. As coordinator she was involved in EU-funded and Government-to-Government projects and participated in official meetings in the EU’s policy development and implementation structures both in Serbia and abroad. After Dara had decided to become an independent advisor she was involved in rendering technical advice to both IPPC/IED companies and competent authorities in Serbia and in drafting a large number of technical proposals for EU-funded projects and other documentation for the European Commission.




Hakan Hatipoğlu

Being a natural talent Hakan has been active in the area of information technology (IT) since his early years. He followed university studies achieving among others a degree in Economics, and worked in the financial sector, while at the same time staying occupied with a variety of IT issues. Hakan has excellent professional qualifications in MS SQL, MS Visual Studio, C#, VB.NET, Oracle, ASP, HTML, CSS, ASP , JS, JQuery, Ajax, MS Access, MS Office, and others.

In 2005 he established his own IT company implementing a long list of IT projects, including in the environment sector (VOC project in Ministry of Environment and Urbanisation). The work covered, but was not limited to, such tasks as website development; database design, programming and management; project management; implementation and maintenance using RDBMS (MS SQL Server); information flows and modelling; conducting surveys and examining prior systems; project lifecycle management; software migration analysis and procedures; and presentation layer.




Maria Jordanova – Communication and Events Advisor

Maria has Master degrees in Chemical Engineering and Environmental Engineering. She has worked for Project Management Ltd. since 2003. With more than 12 years international professional background covering Ireland, Bulgaria, Romania, Macedonia, Kosovo and Turkey she has built up senior business development, project management and public relations experience.

Maria’s activities included inter alia work related to the EU Visibility Guidelines in more than 30 projects financed under EC Phare, ISPA, Structural and Cohesion funding; organisation of study tours; implementation of corporate identity and PM Group Company promotion; coordination of project web pages; media management, press releases, corporate literature, information packs, brochures, electronic media, official openings, events management and exhibition coordination.
