    Twinning Project Air Quality, Chemicals, Waste (3 Twinning contracts)
 

 

The purpose of the project’s Air Quality Component was to establish capacities in the Ministry of Environment and Forestry and the Ministry of Health for transposition and implementation of the Air Quality Framework Directive (96/62/EC) and Air Pollution from Large Combustion Plants Directive (LCPD) (2001/80/EC).

The By-law on Air Quality Assessment and Management (BAQAM), published in 2008, and the By-Law on Large Combustion Plants (BLCP), adopted later on in 2010, were developed. Activities on zones and agglomerations designation and determination of the necessary number of measuring stations and regional network structure were carried out along with activities for air quality measurements, covering also ambient air quality monitoring cost calculations.

        Improving Emissions Control

The Improving Emissions Control project was a two-fold initiative, twinning and technical assistance. The twinning part aimed to establish the necessary capacity within the Ministry of Environment and Urbanisation to transpose and implement National Emission Ceilings (NEC) Directive (2001/81/EC) in Turkey. The following components have been implemented:

  •      - Understanding of EU legislation related to the NEC Directive and of the competent authorities’ roles and responsibilities in the transposition of the NEC Directive;
  •      - Establishment of the necessary capacity to prepare and manage the national NEC Directive inventory system and to compile, report and archive NOx, NMVOC, SO2 and NH3 emission data;
  •      - Establishment of the necessary capacity to develop and implement a strategic action plan to reduce pollutants emissions regulated by the NEC Directive;
  •      - Development of reporting capacity in line with the NEC Directive.
  • The technical assistance project was undertaken with the objectives of:

         - Supporting the determination of national emission ceilings of the pollutants SO2, NOx, NMVOC and NH3 referred to in the NEC Directive;

         - Preparing of a Regulatory Impact Analysis of NEC Directive implementation;

         - Developing guidelines for updating the NEC Directive emissions inventory and emissions projections;

         - Drafting of cost benefit analysis for the implementation of the NEC Directive.

    A national inventory for the emissions in Turkey of the NECD pollutants was prepared for the period 1990 – 2010.

       IPPC - Integrated Pollution Prevention and Control Project

The project purpose was to establish a framework for administrative, legal and technical structures reform for the implementation of the integrated permitting in Turkey. The project had a twining and a technical assistance component.

Results of the twinning component cover the following:

     - A Draft By-Law transposing Chapters 1 and 2 of the Industrial Emissions Directive 2010/75/EU regarding integrated permitting;

     - A strategy and resource estimate proposal, to support the Ministry of Environment and Urbanisation on the implementation of integrated environmental permitting and related environmental inspection in line with IED requirements;

     - A comprehensive information on the implementation of integrated environmental permitting in EU countries;

     - 2 introductory guides for IPPC operators and the Competent Authorities;

     - 4 Best Available Techniques sector guides;

     - Translation of additional EU documents relevant for the implementation of the IED; and other.

The outputs from the technical assistance part were the following:

     - Communication development among stakeholders, using IT tools;

     - Regulatory Impact Assessment (RIA) on the implementation of IPPC;

     - Establishment of an inventory of IPPC installations including large combustion plants; and other.

 Capacity building on the adoption and implementation of the Integrated Pollution Prevention and Control (IPPC) Directive in Turkey

The project was financed by the Dutch Government under its MATRA-PSO instrument. The Project purpose was to develop a national institutional and legal framework for IPPC Directive (96/61/EC) implementation through a pilot study in the petrochemical industry. Projects results included an enhance understanding and knowledge among relevant stakeholders regarding IPPC (including Best Available Techniques (BATs) and Best Available Techniques Reference Documents (BREFs)); strengthened institutional capacity of the Ministry of Environment, the Ministry of Health and other relevant partners regarding permitting and enforcement; increased awareness of the public and other relevant stakeholders regarding IPPC; and other.

 IPPC implementation in Turkey

Also financed by the Dutch Government under MATRA-PSO, the project aimed at assisting the Ministry of Environment and Forestry with the implementation of the IPPC Directive through the establishment of an action plan for IPPC implementation in Turkey and implementation of a training programme on IPPC permitting at selected IPPC pilot plants.
